OBD2 has had various improvements since 1996, including some evap changes in the amount of leak allowed through the gas cap. Likely the 1996 OBD2 leak variance is more than what California BAR allows. If thats not it, its probably something along those lines.

Nor Cal only smogs with sale or change of title outside the family. Non impacted county.

just register out side of county where you don't need to smog... never pay a cent. Cali sucks

Curious, does the OBD2 Emissions read from the primary o2 sensor, or secondary o2 sensor? I have my secondary disabled through the ecu.

because not all 96-99 are obd2. Some were actually missing certain equipment. Some still obd1. They do not want to make an exceptions list for those 96-99 vehicles that comply with the 2000+ obd2

My understanding is the ECU uses the primary O2 sensor. The secondary O2 is used to verify the cat is working properly.

This, plus what can be 'measured' in 96 might not pass the standards they want to enforce.
