Because there isn't enough damage to claim a new bumper. The scratches are minor.. didn't even go through the paint. The damage can be buffed out, I believe.

Never know until you pull the bumper off, could be broken clips what not if its not sitting flush now.. but it sounds like u just have a minor scratch.

Just be glad its not ur fault however you should be able to get more $$$$. that is one prime example u own a beater. I usually never drive it to the city. Hope everything works out man.
