d/dt[(t-1)/(t+3)] = [(1)(t+3)-(1)(t-1)] / (t+3)^2 = 4/(t+3)^2
f'(a) = 4/(a+3)^2 where a != -3
d/dt[(t-1)/(t+3)] = [(1)(t+3)-(1)(t-1)] / (t+3)^2 = 4/(t+3)^2
f'(a) = 4/(a+3)^2 where a != -3
