I moved here from Boston back in April. I had my Subaru sold within 6 weeks and was back in a convertible (used to have a Miata). Coming from the East Coast + winters, I think you'll find the weather and scenery to be much friendlier for a car like the S.

No exhaust doesn't need CARB, but you won't pass smog without a cat, and you might get a noise violation fixit or something of the sort with a loud exhaust.

$25 fix it ticket if correctable is if you put the stock one on and get it signed off.
The "just pay it" fine is around $150 ish. And if you get caught w/ it again, it's doubled I believe...
This is when I got pulled over in Santa Clara County. Can be different for other parts of the bay area.

Never had a problem with my S in a carport living in MV. It also depends on what side of town you live at though. For the most part, MV is a good area.
I always park in a carport without any problems in Mountain View.
