We just purchased a powder coater, you would need to have the wheels ready for powder and baking. We don't have many colors (or normal business is basic flat black) so most of the expense is in the powder. All this is done on the side, for hobby and side $$ really.
Not sure about pricing, but can't imagine charging too much just to spray and bake. Powder coating is not that difficult, most of the cost is in the equiptment (10K for the gun alone)

the wheels have their usual battle scars from being used for the past 10 years, but I have access to a sand blaster to strip the clear coat. what else do I need to do to prep them? Will the powder coating hide the minor scratches and scrapes?

West Coast Powdercoating is South San Francisco....Ask for AJ....they do a great job and charge a very fair price...turn around time is usually less than 7 business days. I paid $55 a wheel for some 17" rims. Tires must be unmounted and if it is a multi-piece wheel, it must be disassembled before being powdercoated. Hope this helps.

$55 a wheel is a good price depending on what they do as far as prep work.
I paid over $150 a wheel (2ea) for repair and repaint for my Advans.
