I disagree.
From all the information from the OP, the citation has to do more with the clear lens and NOT the bulb. The copper knows that the bulb can be white or amber but he is sure the lens cover is an aftermarket item and may not be DOT-approved (he knows the stock amber lens is DOT-approved).
