I sense a get away car? Lol I use those nrg flush fender bolt and washers for my plates... Nothing special just a hex key but who carries a hex key with them? Lol.. I didn't do it for the protection, I only did it cuz I think it's looks hellur flush yo!!!!! And plus my old bolts were rusted POS ...

Update: Went to DMV, worse place to be. Got new plates, there goes $20 I could've spent on a tank of gas 
and I put some hex screws just because I figured thieves carry a screwdriver when they want to steal plates. Does that make mu Corrolla hellaflush?
Yeah he or she got away from 2 cops. I don't know how but he must have some skill! Last seen on the freeway,

Almost flush but U ain't hellur flush till u run a 3 inch screw at an angle of threads....
