How do the cops know if you PAID via FastTrak in the HOV lane?

When you signed up for the account you agreed to have the transponder in the car when going through the fast track lanes. I know when I signed up it said that if the tag does not beep when going through the lanes I was to get the transponder fixed within 30 days or I would be charged as if I did not have a fastrack. You can have up to 4 transponders for free on your account.
