I've heard that there are no ticket quotas so I would be suspect of the OT rumor... If they are on the road less, they may not be expected to write the same number of tickets... Unless der gropenator is pushing them to raise more money...

From ticketassassin.com:
Motorist: "Officer, are you permitted to give me a warning or are you required to only write citations today?
Officer: "They sent me here to write tickets, not to give warnings."
Motorist: "I thought you were here to promote traffic safety; what you described sounds like a quota." (quota's are illegal: VC 41602)
(Officers can always write a warning for a 1 point infraction, so if he tells you he can't, he's indirectly admitting to some sort of directed quota.)

"There are no ticket quotas... only performance reviews."

It sure didn't and I got a lecture with him. I knew I was done in when I passed my license and 11-99 card to him. He looked at it and threw it on the passenger seat then asked "What do you suppose you're doing?" **gulp**
If it makes you feel better, I hadn't gotten any kind of ticket (not even a parking ticket) in this country since 1999. Then within the span of 9 months, I got 2 (and was pulled over a 3rd time, but let off with a warning).
A few months back, I got written up for 83 in a 65 in the middle of nowhere, and to add insult to injury, he walked around my car slowly, (all stock), then asked where my front plate was. Told him the bolt fell out of the bracket, and it's in the trunk. He wrote me up for that too. This was in my daily driver. I didn't hand him my 11-99 card, but I do have the frame.
Perhaps it's part of the new gold/silver membership scheme thing - you only get the warnings if you have the upgraded membership package maybe?
The thing was that if I had had my V1 that day, it would have saved me from this one (and the other one I got too).

I can't imagine the officer would be very amused.

Keep in mind the officer doesn't have to answer any of your questions or respond to any of your comments provided that he treats you professionally when writing you the ticket.
