Get your 11-99 membership before 2006
If anybody ever wanted to get one, you should get it now! At the end of this year the membership structure will be changing.
"entry level" Bronze lifetime membership:
$5000 ($2500 per spouse).
There is a silver and a gold membership for $10k and $25k respectively (they give you spouse membership for free... so thoughtful of them).
Right now it is $1800 for lifetime ($1200 for spouse). AsianQing, if you ever wanted to do it now is the time!

I guess the membership pool is becoming too commonplace (they say it is because education costs are going up and membership fees are very erratic sometimes... I guess I see their point)... so the new president had to up the ante.
For $5k... you either have to genuinely want to help the police officers families or you better have a seriously horrible driving record if you are looking for a return on that investment.

Where did you see this information? It's not on their site yet.
I haven't been pulled over by CHP since I got it, but the Santa Clara County Sheriff did let me off last week. Of course, no way to ever know if it was 11-99 or otherwise (I would imagine they don't care about 11-99).
