question: why would he need the passenger's drivers license for? in that case, isn't it the officer's fault that he did not confirm the owner of the vehicle?

I just paid a fix it ticket a month before you started this thread in Alameda County Courthouse in Hayward. No front plate, tinted side windows. $25 was all i had to pay.

Well perhaps it differs from county to county. The ticket my friend got mailed home says 50 bucks.

worst case is they provide proof of registration (with explanition) to the court and get front plate fix it, out maybe 25-50 dollars depending on how they view the proof of registration at time of stop....
