I just got back from Active Auto. The cost to replace/repair just the bumper is 850 with paint and everything. If the bumper assembly needs to be repaired, shock absorbers replaced, part of the frame replaced, then it will be 1200. The collision employee was unable to tell if there is damage to the bumper assembly, without taking the bumper shell off. If i dont go with insurance, and they take the bumper off and find there is assembly damage, i am screwed if i take just the money. I am gonna tell the agent 1200.

the collision guy pointed out folds in the paint that i didnt even notice and stress marks, so there is a possibility there is damage to the assembly.

What are you working so hard to save here?

She hit you, go through insurance and ensure you aren't burned.

Tell her to pay for all cost for the damage at your choice of body shop out of pocket or you'll go through with insurance. It's simple as that. That's bs how they're going to give you a budget of $800.
