Default Computer savy help: how to put pictures into DVD?

So I'm trying to burn some DVD's that can be played on any machine - want to load some pictures with simple transition effects and then add some music, etc.

Is this considered difficult?

I'm a total newb when it comes to this type of stuff....

It's not as straight forward of a process as it should be. Windows Movie Maker is a free option but has very limited features. I think Kodak has an application for this. Also, most forms of CD/DVD burning software have a basic photo CD/DVD creation software as well.

That's odd because I did it a year or two ago and although there are limitations it was easy to do.
