Actually depending on where you are in the state of California, the CHP can write a ticket on private property as well. I have friends that work for CHP and Hayward PD and there is a city ordinance against exhabition of speed in Hayward.

your parking lot has unrestricted access to a public road and your are providing retail sales on the property. Therefore all road going laws apply on the private property. I learned this the hard way
