The way I see information from both sides is that degle sent the goods to s2kpnoy, they were off his old s2k, and were taken out in working condition. During the time from dagle's s2k to s2kpnoy the ballast went bad?

You guys should just resolve this quickly and split the cost, since you both feel the other is at fault, or just wait it out and not bicker like children.
(posting in seller feedback is good, but maybe after the issue is fully resolved.)
Nothing was sent, since he couldnt tell me in his own words the ballast is in working condition, all he could say was to his "knowledge" the ballast was in working condition. How is that going to help me in the end if i end up with a broken ballast?

Well, if he wasnt a scam artist? Why cant he just click the refund button in paypal since he did not send anything? Its as simple as that, but he obviously wants to hold my money for no reason.

And for the record, NOTHING was sent. I felt since he could not confirm the ballast would be in 100% working condition, i was entitled to a refund since nothing was sent and we couldnt come to a mutual agreement. And this is when he started to get irate with me.

And also for the record, the following is the guarantee in the paypal memo i wanted from him that he could not oblige by:
"This is payment for driver side AP1 Ballast in good working condition, free of rust and no signs of water entering ballast.
