Hmm.. somehow I think busting that out when I get pulled over will only lead to a pissed off CHP and other tickets.

Well, it all hinges on delivery. If you're a jerk and go, "Hey dumba$$, I know about your little bulletin," he will most likely find something else to write you up on.

If you just say politely, "Could you please clarify this for me? Maybe I read this wrong?" he might be more willing to just give you a 'warning' or something like that.
