Also how do I shift while holding the wheel above the ground and pedaling? I dunno how the shifters are on this bike.. but on my mountain bike it's easy 'cause of the grip shift. I assume I still flip it upside down, right?

OK yeah, if you don't have a stand, flipping it upside down may be the way to go.
If you already have a mountain bike, you could just try getting some skinny tires for it... and maybe a rigid fork. I used to embarass road bikers on my mountain bike al the time.

the asking price seems like a lot for a downtube shifter 7 speed geared bike which was most likely manufactured in the 90s.
www.bikesdirect.com might have something close to your price range. generic frames and parts but new at least.

Cannondale is a good brand, usually made in USA, I have a MTB made by Cannondale as well.
two possible issues:
1. risk of being stolen given Cannondale brand name
2. high probablity of getting a flat tire with a road/racing bike like this

So I looked at the bike and liked it. It's got the older school lever shifters on the frame. It's insanely light.. I can pick it up one handed no problem and I'm no muscle man. I'd say a max of 18-20 lbs. The shifts were decent. One thing I noticed was when we had it flipped upside down it didn't shift well. The owner said it could be due to gravity and not having load on the bike. So when I rode it around the parking lot it was shifting a lot better. But I dunno if it was perfect as I don't know a lot about bikes. But the wheels were true and new. Also he said he thinks it's an R2.0? Any thoughts?
Oh yeah, I got him down to 250 (picking it up tomorrow). Also I bought a new saddle and pedals(as it came with clip on pedals). So is 250 fair?

if you ride it a lot and enjoy it then the money is well spent!
the bikesdirect reference was just to show you what new "cheap" bikes cost and what they come with at certain price points.
one thing that you might want to do: buy a brand new chain and put it on the bike if the one on there does not seem new. if gears start slipping, then you should reconsider the purchase. replacement chainrings or cassettes will cost 1/5 or more of the price you are planning to spend on the entire bike.
