Regarding buying cars with no CA tax:

I do this every week for friends! Basically go to any dealer new/used, tell them you want to register the car to NV. They will offer the following:

1. One day trip pass if you intend to drive the car there and register yourself. Remember to get CA title with you so you can straight transfer at NV DMV.

2. They register the car for you utilizing 'title runners'. The car cannot be driven off their lot and they'll require you to have a transporter pick up the vehicle and delivered to NV. CA laws states: No CA tax, No touch ground
