Tony,
I'm assuming that DSLRs have an "odometer" of sorts? Other than that, you can't tell it has that many clicks unless he sends you a picture of the click "odometer"
what's the name of the forum? i've been looking into photography for a while and really wanna get into this. It'll keep me from spending more money on my car. haha =P
good luck with your buy!

UPDATE:
I went on to a great photography forum(very active) and contacted a person who is selling his 350D Black Body. The person seems like a good guy, i checked his feedback from buyers and its quite good. Anyway, its suppose to have 2 year warranty left on the camera, in mint condition, with less than 700 clicks for 375 before shipping cost. He is the original owner and will send the receipt. I think i may go with this deal but is there anyway to confirm that it has only been used for that many clicks?

There is no way to tell.
Yes it's true that the camera keeps count. However that can be reset by the user at anytime to return it to zero.
I haven't heard of any software that will tell you the true actuation count either, but I'd be interested to read about it if it does exist.
Shutter life varies greatly on the model camera. The XTi is rated to go 100,000 actuations before the possibility of having issues. I have not known any Canon camera to have a 30-40k actuation limit.
I have over 70 or 80,000 actuations on my body and don't have any issues whatsoever. (Again, on knowing the correct amount) If you were to look at my counter it simply says 542 - because I've rolled it so many times.
So, can you trust the guy... if he seems like a legit guy on his forum, and if someone vouches for him... sure. And as for "hard to believe" that he only too 700 photos... ask Hung home many photos he's shot with his DSLR since he's owned it. I'm not trying to put you down hung all I'm saying is that there are plenty of people who buy cameras and don't use them for a while, then decide to just sell it.
Would I buy it? With a receipt of purchase, it's in good shape, and you trust the guy through his forums and buddies on there. Yes.

i shelled out almost $2500 for the 20d and some lenses and doo dads when it first came out and it sat for almost a year before I actually started using it. Used it here in and there in between, but not extensively. To this day i think my going on 3 (or 4.. i can't remember to be honest lol) year old camera has <6k actuations.
