I just asked an office this morning and he said I'm good to go. Wrong plate means citation will go to the wrong address and it's the wrong car. Also, VIN is incomplete( must be complete if no plate number; incomplete if there is a plate number). I'm good to go. no fine in the mail! YAY!!! I got LUCKY!

You won't be so lucky next time when the same officer sees you parked at the same spot when you go for your jog.

That's actually a bad idea. This points out the fact that you have a plate on your dash, which means it's not in properly mounted in front of your car without obstruction.
