They can not prevent us our right to Due Process. The only thing they can prevent us to do, is to prevent people from changing their plea. Here is some more info on this:

This bill has picked up overwhelming support thus far.

I don't see anywhere in this bill that says anything about taking away your right to fight a ticket. Has anyone actually read it? It says "This bill requires the Judicial Council, in consultation with the California Highway Patrol (CHP) and local law enforcement agencies, to study methods and draft proposals to improve the procedures for handling traffic cases so that those proceedings are processed in a manner that protects citizens' constitutional right to due process and reduces the amount of time law enforcement officers spend in court."

Due process is your right to a trial, that cannot be taken away by a bill because it would be unconstitutional. They want to spend money on a study to find out what we already know, that people waste the courts' and LEO's time by trying to plead not guilty to a ticket just hoping that it will get dismissed. Once they have documentation of this, then they can try to change the rules so people stop trying to beat the system. They want to close a loophole.

If you're guilty, just pay the price. If you're not, then go to trial. Don't pretend to go to trial if you're guilty hoping then LEO doesn't show up and then change your plea so you don't get points when you find out you can't get out of it. If you truly believe you've been wrongly ticketed, you're going to go to trial anyway if the LEO shows up, so this has no effect on that situation.

Don't get all riled up. If this bill passes it will save countless lives. You don't have rights and the new Supreme Court will uphold it

If you guys look at the details of this bill, it seems completely unnecessary.

According to what was listed in the link above the bill's author suggested the senario that:
