Default 2 different questions: Fender pull and draining fuel

Hey all!!! So I have 2 different questions.

First, planning to get a set of wheels 17x9 +38 And previous setup was 17x9 +45 245x40R17. Already had fenders rolled and bumper tabs relocated but don't think it was pulled. Will I have to do a slight pull at the front and rear to fit the wheels? Gonna be running 245x40R17. Didn't have any issues with the previous setup and it is lowered.

2nd question: I haven't driven my car for a little over 14 months. How can I drain my fuel tank to out in a whole new tank of gas? Can I disconnect the fuel feed line at the FPR and apply power to the fuel pump to let it run until it runs out of fuel? If so, which connections can I jump to do that?
