Not sure. If you are talking a non-quickrelease hub I doubt it would be that much heavier. Might be tricky to get an aftermarket setup that weighs as much as the wheel with an airbag.

Maybe they will let you run an aftermarket setup if you just attach the stock airbag to the front of the car?

The previous rule was that as long as airbag equipped wheels were replaced with a wheel that retained the airbag it was ok(not even sure those exist, unless it was update/backdate rule i.e ap2 wheel on ap1)
I was really hoping to use the Spoon wheel but I think the weights might be too far off. I think this "rule" will be a "Whatever, who cares" just like the 25lb min seat/rail replacement. Nobody really disassembles their car and weighs it unless its a BIG deal and at that point Id just walk away from the event.
At least they are gonna allow aftermarket radiators, finally.

Got one of the newest Spoon steering wheels to compare it to my current Monte Carlo. I was made to believe the Spoon wheel is 360mm and slightly thicker grip than the 350mm Monte Carlo with red stitching. What I found is that they are exactly the same wheel. Both measure in at the exact same diameter of ~345mm, with the exact same thicknesses, stitching, etc. This is the latest Spoon wheel (with blue and yellow horn button).
I think the situation here is that the older Monte Carlo (before they sold it with red stitching) used to be quite a bit skinnier than the wheel Momo made for Spoon. I am pretty sure the older Spoon wheel was actually 360mm or close but I never measured one when I had it so don't really know. I think all of the newest Monte Carlos are likely the same as the various older Spoon wheels in size and thickness. The Spoon horn button is similar to the NSX-R horn with only one main connector, so it doesn't require the additional grounding plate like the regular Momo horn button. The Spoon wheel is actually slightly cheaper than the Monte Carlo/NSX-R horn. I would guess Momo charges a shitload to do custom horn buttons.
Definitely would be interested if anyone has older variations of the Spoon wheel to measure the diameter as well as the various thicknesses to see if Momo did actually make different variations. I am very happy with my current setup but wanted to try out a few variations if they existed, but I would be surprised if they do.
