I based that on last weeks Watkins Glen (short course) times:
NASCAR pole lap time = 1:11
Grand Am DP pole lap time = 1:05
That's a 10% difference.

thing is when nascar goes to watkins glen they use the short track which is very simple and as close a road course to an oval as u can get. with mid ohios more technical track, and with more than 2 right turns much bigger diff. than 10%. good formula though.
