Front wheel rack arm (?) worn

Front wheel rack arm (?) worn
just had my car inspected, apparently the front right wheel "rack arm" ? joint is worn and needs replacing.
it's like a ball joint that looks like it joins the steering to the front wheel, he said it's the joint under the rubber boot on the car side of the connection that needs replacing.
he had the car up on the hoist and the wheel, even though the bolts are tightened properly, can be pushed back and forward slightly as if two of the bolts are loose holding on the wheel (if that makes sense)
said about $300 to fix ... sound right?
