No you aren't in VTEC all the time, but the VTEC cams aren't designed to make power spinning at a lower RPM like 4500. Thats why I wanted to see a dyno graph.
look @ my earlier post regarding why honda sets it so high from the factory.
I have had VTEC anywhere between 3000k and 5800 on my old integra GSR depending on what the mods were on the car @ the time.
The key is tuning the fuel and ignition tables to take advantage of the change
