in some states are required to mount license plate in the front bumper I live in PA and there's no need for front licese plate, but I bought the car out of state and it came with the bracket holes, I need a bumper that hasn't had bracket mounted yet . Do know what Iam talking about now?

 

Yes, and there is only 1 part number for the front bumper. Honda used 2 little plugs to cover the hole. They sell the plug painted to match the OEM colors, but the bumpers are sold unpainted. So they all have holes but you can cover them.

 

Yep, all have holes from honda...same w/the 04 I had to have them filled when they painted it
