This type of lamp generally does not have a "shelf life." As long as they are sealed in airtight packaging they are good to go. The biggest impact on the longevity of an arc lamp is the cleanliness of the glass, and the number of times it has been struck (ignited) -- both factors which change after the lamp has been used.

+1 The D2S bulb last a long time. If you don't use them, keep them in the box. In our headlights the bulbs will last 5 years +.
